 COUNCIL MEETINGS (2010 Schedule)

Regular meetings are held on the second and fourth Thursday of each month. Dates are posted on Channel 2. Workshop meetings and special meetings may be scheduled as needed and are advertised in the official newspaper of the City of Ocean City (Sentinel-Ledger). All meetings are held in the Council Chambers, third floor, City Hall unless otherwise noted.

The City of Ocean City was incorporated March 25, 1897. Since July 1, 1978, the City has operated under the Mayor-Council form of government pursuant to the Faulkner Act, Chapter 69A of Title 40 of the New Jersey Statutes.

This form of government provides for election of a mayor and seven council members. Three council members may be elected at large and four are elected by wards; and serve four-year concurrent or staggered terms.

The Council powers consist of:
• Adopting Resolutions and Ordinances.
• Reviewing, revising and adopting the municipal budget.
• Authorizing the debt and borrowing of money for capital projects through bond ordinances.
• Levying taxes.
• Working with the Mayor and Administrative branch of the government in establishing and implementing municipal policy.

  

Michael Allegretto, Council President, Council At Large 

 
 

Michael Allegretto currently serves as the City Council President. He was elected to City Council as Councilman At Large to serve a four year term in 2006 and was re-elected to serve a second four year term in 2010.

Mr. Allegretto is a graduate of Ocean City High School. He holds a degree in Business Administration with a minor in Political Science from the College of New Jersey.

Mr. Allegretto started his career in 1994 working locally in real estate for Hager Real Estate which became Prudential Fox and Roach in 2003.

Mr. Allegretto was elected to the Ocean City School Board in 1999 where he served until 2006. He served as vice-president in 2003-04 and as president in 2004-05. He has been a member of the Ocean City Tourism Commission since 2003.

Mr. Allegretto is a life long resident of Ocean City. He resides in Ocean City with his wife Lisa and two children, Gavin and Alexis.

Keith Hartzell, Council At Large 

Keith Hartzell was elected to City Council as Councilman At Large to serve a four year term in 2006 and was re-elected to serve a second four year term in 2010.  Mr. Hartzell holds a Bachelor of Arts degree from Gordon College in Wenham, MA.

Mr. Hartzell is a business person in Ocean City owning property on Asbury Avenue and is involved in the paper business as Vice President of Omnisystem in Rockingham, North Carolina.

Mr. Hartzell has been active in several Ocean City organizations including Main Street Ocean City, Business and Neighborhood Development, Inc. (B.A.N.D.), Chamber of Commerce, and Art League and Cultural Fellowhsip. Mr. Hartzell won the prestigious title of Citizen of the Year in 2005.

Mr. Hartzell was a long time vacationer of Ocean City and moved here to live in 1989. He developed his love for the town through his grandmother, Dorothy Anderson, who lived in the gardens in the 1960’s and 70’s. He attends Church at the Ocean City Tabernacle in the summer and the Calvary Chapel and Macedonia Methodist Church in the winter.
 

Scott Ping, Council At Large

Scott Ping was elected to City Council as Councilman At Large to serve a four year term in 2006 and was re-elected to serve a second four year term in 2010.  Mr. Ping moved to Ocean City in 1964 and graduated from Ocean City High School in 1966.

Mr. Ping has owned and run a business in Ocean City, Boyar’s Food Market, since 1985.

Mr. Ping has served Ocean City on a variety of boards and committees. He was appointed to the Ocean City Planning Board in 2002 and served on the Planning Board Sub Committee. He has been a member of the Ocean City After Prom Committee since 1994. He has also helped his community by serving on the Stainton Society Fund Raising Committee for Shore Memorial Hospital.

Mr. Ping lives in Ocean City with his wife Gail. They have three daughters.
 

John Kemenosh, Council, First Ward
 

John Kemenosh was elected as 1st Ward Councilman in May 2008.

Mr. Kemenosh served in the United States Navy during WW 11. He attended La Salle College and graduated with a degree in Economics. Mr. Kemenosh was a congressional aide under former Congressman Charlie Sandman.
 
Mr. Kemenosh, a long time resident, raised seven successful children who attended the Ocean City public school system.  

Karen Bergman, Council Vice President, Second Ward


 Ms. Bergman was elected as the 2nd Ward Councilperson (south side of 4th Street to north side of 12th Street) in May, 2008.

 

 

Susan Sheppard, Council, Third Ward

Susan Sheppard was elected as the 3rd Ward Councilperson in May, 2008.  Ms. Sheppard is a 1988 graduate of Villanova University with a BS in Business Administration and a Finance Concentration as well as a 1991 graduate from Widener University School of Law, Cum Laude. 

Ms. Sheppard was an Associate in the law firm of Blank, Rome Comisky & McCauley specializing in labor and employment law. Later she was the managing attorney for the New Jersey Offices of McCabe, Weisberg & Conway where she was a general litigation trial attorney. Most recently, Ms. Sheppard served as an Assistant City Solicitor in Atlantic City.
 
Presently, Ms. Sheppard runs her own law firm in Ocean City.  Ms. Sheppard is the author of numerous articles published in legal periodicals and is a frequent seminar presenter.
 
Ms. Sheppard served as a Trustee of Ocean City Free Public Library from 2002 until her election to Council.  Ms. Sheppard has been a religious education instructor for St. Augustine's Church for over 7 years and a volunteer sports coach for the OC Recreation Department. 
 
Ms. Sheppard is married to Frank Faverzani and the mother of three school age children, Frank, Nora and Mark.
 
Ms. Sheppard will hold quarterly ward meetings and will be available every Wednesday morning at her law office located at 1645 Haven Avenue, Suite D-1, phone 399-9506

Roy Wagner, Council, Fourth Ward

 Roy Wagner is a council member of the City of Ocean City Council. He was elected to City Council as the 4th Ward (South side of 26th St. to 59th St.) Councilman in May 2004. Mr. Wagner is a New Jersey native from East Camden and graduated from Woodrow Wilson High School. He has a Masters degree in Business Administration from Temple University and a Bachelor of Science degree in Commerce and Engineering from Drexel University.

Mr. Wagner is a WWII Navy Veteran. He is retired from the field of Management Consulting.

Mr. Wagner is involved in several community service organizations. He is the Ecumenical Council Trustee and Past President involved with the Food Cupboard, Clothes Closet, and Easter Sunrise Service Programs. He is also active in the 16-34 Association, SOCIA, FIT, First Night Ocean City, and the VFW.

Mr. Wagner lives in Ocean City with his wife Edwina. They have one daughter and two grandchildren.
